Due to a determination of insufficient funding for the Housing Choice Voucher (HCV) Program in CY 2026, BHA is placing the following restrictions on elective moves effective immediately:
- HCV participants will only be allowed to utilize the portability of their voucher to another jurisdiction if the receiving PHA has indicated it will absorb the voucher; and the portable move will be to an area that is not considered a higher-cost area as compared to Bloomington, IN
Participants impacted by the restriction on portability will be automatically placed on a portability waiting list and will be given the opportunity to move with continued assistance once there is sufficient funding to do so.
