Full Time (35 hours) $15.97 – $20.24 per hour

Job Overview:

This is a full-time (35 hours per week), hourly position in the Public Housing Department at the Bloomington Housing Authority. An employee occupying a position in this class must be able to take instruction, follow through, and work independently. This person must learn and perform assigned maintenance routine without daily instruction, assistance, or supervision and instruct semi-skilled and unskilled workers. This person will be required to work during any seasonal crisis or natural disasters such as but not limited to winter blizzards, floods, and tornadoes. This person will be required to perform any duties that might reasonably be assigned to this position.

 

Essential Duties and Responsibilities:

  • Leads employees and/or other workers engaged in the planting, cultivating, propagating, transplanting, and caring for trees, shrubs, hedges, flowers, lawns, and various ground covers.
  • Assists the Lead Groundskeeper with the use and maintenance of gardening tools and equipment.
  • Performs pest and noxious weed control work.
  • Performs tree trimming and does minor tree surgery.
  • Maintains the proper drainage system for grounds.
  • Maintains order and helps supervise the conduct of persons.
  • Help perform rehabilitation of apartments such as but not limited to trash removal and disposal, cleaning appliances, tubs, sinks, windows, walls, and mopping and waxing floors, painting and any other work reasonably assigned to make units habitable.
  • Perform duties as required by work orders for minor repair of units and/or BHA properties.
  • Removes snow and ice from parking lots and sidewalks, maintains cleanliness of BHA grounds.
  • Take instruction from Maintenance Technicians II or Maintenance Technicians III.
  • Instruct semi-skilled and unskilled workers as needed.
  • Any other duties reasonably assigned to someone of this position by the Property Manager or their designee.
  • Check and respond to emails at least once each work day.

Qualifications:

Job Overview

The Maintenance Technician III is a senior-level position responsible for performing a wide range of advanced maintenance duties across BHA’s affordable housing properties. This role requires strong technical knowledge and the ability to complete work orders efficiently and in compliance with HUD standards. Tasks include diagnosing and repairing electrical, plumbing, HVAC, and structural issues; preparing units for occupancy; responding to emergency calls; and mentoring less experienced technicians.

 

This position requires a high level of professionalism, dependability, and customer service in interactions with residents, coworkers, and contractors. The ideal candidate is someone who takes pride in quality work, is adaptable, and thrives in a fast-paced team environment.

 

Key Responsibilities

  • Complete routine and preventive maintenance based on work orders.
  • Repair furnaces, air conditioners, and appliances.
  • Fix plumbing issues, unclog drains, and perform general property upkeep.
  • Rehab vacant apartments to prepare for new residents.
  • Perform skilled work in electrical, HVAC, plumbing, and carpentry trades.
  • Estimate labor, time, and materials for projects.
  • Use power tools and BHA vehicles safely; care for tools and equipment.
  • Handle seasonal duties like snow removal, minor roof repairs, and grounds work.
  • Keep workspaces, tools, and vehicles clean and organized.
  • Assist and guide other maintenance staff as needed.
  • Maintain records, receipts, and reports for materials and labor.
  • Respond to after-hours emergency calls on a rotating schedule.
  • Attend required training (e.g., UPCS inspections).
  • Communicate thoroughly and professionally with residents, coworkers, and contractors.

Physical Demands

This position involves physical activity including standing, walking, climbing, kneeling, lifting, and working in a variety of indoor and outdoor conditions.

What You Bring

We’re looking for someone with strong technical skills, a solid work ethic, and a customer-service mindset. You should be comfortable working independently or as part of a team, and willing to jump in when emergencies arise.

Minimum Requirements:

  • Journeyman-level experience in at least one trade (HVAC, plumbing, carpentry, or electrical); sub-journeyman in one or more others.
  • HVAC Type II Refrigerant Recovery Certification required.
  • 3–5 years of maintenance or construction experience (5–7 preferred).
  • Ability to lift up to 50 pounds and perform physical labor.
  • Valid Indiana driver’s license and reliable transportation.
  • Must be accessible by phone.
  • Able to work rotating on-call shifts and during seasonal emergencies.
  • Must pass background and driving record checks (bondable).
  • Must pass pre-employment and ongoing drug tests.

Key Responsibilities

  • Develop individualized goal-based plans (ITSPs) with program participants
  • Provide case management and employment support using a client-focused approach
  • Coordinate with local agencies, service providers, and employers
  • Track and manage escrow accounts and financial data
  • Submit HUD reports and maintain program compliance
  • Promote the FSS and Homeownership Programs to eligible participants
  • Facilitate quarterly Program Coordinating Committee (PCC) meetings
  • Perform eligibility, rent calculations, and HCV recertifications for participants
  • Represent BHA at public and partner meetings
  • Maintain accurate records and conduct regular file audits
  • Assist with problem-solving, referrals, and crisis management as needed

What You Bring

  • Education/Experience: Bachelor’s degree or 3+ years in social services, workforce development, or a related field

The Bloomington Housing Authority is seeking a Resident Service Coordinator Assistant (RSC-A). This position will report directly to the Resident Service Coordinator (RSC). The RSC-A will have the primary job of assisting the RSC in carrying out the Resident Services program (i.e., Community of Empowerment) as well as the Grocery Shuttle Program for the Bloomington Housing Authority (BHA): Service & Opportunity in Motion program. This position involves regular direct client contact and support, as well as contact with the public, other agencies, BHA resident council and BHA staff. It is also important this person be able to rearrange and track their schedule to meet the needs of the programs in tandem with the Resident Service Coordinator. Generally, this position requires a commitment to working 20 hours a week primarily during BHA regular business hours (i.e., Monday through Friday 8 am to 4 pm). This position will also require regular commitment to work on Saturdays between the hours of 10am-4pm to operate the Grocery Shuttle service.  At times, working hours during evenings and weekends may be required for special events. This is a grant-funded position with a term period of 2-years. Continuation of the role beyond this grant life will be contingent on subsequent funding availability.

The purpose of Section 3 to ensure that employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, and consistent with existing Federal, State and local laws and regulations, be directed to low- and very low income persons, particularly those who are recipients of government assistance for housing, and to business concerns which provide economic opportunities to low- and very low-income persons.
