Getting Started
The BHA’s Affordable Housing program (also referred to as RAD, short for “Rental Assistance Demonstration”) is supported by project-based vouchers (PBV) or Section 8 funding (provided by HUD) that stays with the rental unit. This means that if you are approved for housing in a RAD property, you don’t get to choose the unit you live in. The BHA uses a waitlist to admit new households to our properties, offering available vacancies to the next eligible family on our waitlist. To get on the BHA Affordable Housing waitlist you must complete our online application.
Our properties are supported by Low-Income Housing Tax Credit (LIHTC) and Section 8/Project-Based Voucher funding. Applicants seeking housing must meet the income guidelines as required by both programs.

How It Works
A family seeking to live in the BHA’s Affordable Housing (RAD) community must complete an online application when the waitling list is open. Generally, when an apartment becomes available, the next family at the top of the waiting list (for a given unit size) is contacted and screened for eligibility.
Please note that the RAD waiting list is NOT first-come, first-served. The list is ordered and ranked by preference points which the family must verify. The BHA has established the preference point system to quickly serve those within our jurisdiction.
Once your name is reached on the waiting list, the BHA will contact you to verify all information and preference points. Please keep your contact information up-to-date as the BHA will terminate your application if we are unable to contact you.
Once an applicant has verified all income-eligibility and preference points, the BHA will check your landlord references to make sure you and your family will be good tenants. Finally, all adults in the household will then be required to take (and pass) a mandatory drug test before a unit can be offered to the household (a copy of the BHA’s complete drug-screening policy — including a list of drugs screened for and grievance procedures can be found here). If it is determined that you are ineligible, the BHA must say why and, if you wish, you can request an informal hearing.
Residents in the RAD program will have the opportunity to request a voucher for housing in the private market after one year in a RAD unit (called a Choice Mobility Voucher). After 1-year of RAD residency, a family can request to be put on BHA’s Section 8 waitlist for the next available voucher so that they can seek housing with a voucher on the private market. Families that do so must vacate/ relinquish their tenancy with the BHA’s RAD program and their unit will be given to the next eligible household on BHA’s waitlist.

How to Apply
The waitlist for all 3 of our Affordable Housing locations (Crestmont, Reverend Butler, and Walnut Woods) are combined. Applications for the BHA’s Affordable Housing (RAD Housing) Program can be submitted online when the waitlist is open. Check the status of the RAD application and waitlist by clicking here. Eligibility
Applicant families must meet the following requirements:
- Meet HUD’s definition of family
- Meet income limits as specified by Section 8 & LIHTC program
- Qualify on the basis of citizenship or the eligible immigrant status
- Provide social security number information
- Sign required consent forms
- Pass screening process
